Fight against the consumption of highly alcoholic beverages: Bathé Ndjoloko advocates extra-billing of excise duties

It is no secret that in the Democratic Republic of Congo in general and in Kinshasa in particular, young people are suffering from a worrying decline. More and more Congolese, and not just young people, find an inexplicable pleasure in abusing drinks with high alcohol content such as «Zododo» and narcotics such as «Chikata» and «Bombé».

Basing himself on Article 42 of the Constitution of the Republic, with regard to the protection of youth, the National Deputy Bathé Ndjoloko Tambwe has tabled, this Friday, September 10, 2021, a bill that surtaxes the import of strongly alcoholic beverages.

In the scope of this elected national of Pangi, the ordinance law no. 018/002 of 13 March 2018 on the Code of Assisi. In concrete terms, Bathé Ndjoloko Tambwe, MNA, is proposing to the National Assembly to amend this ordinance, notably by overcharging or increasing the costs of importing basic products for the manufacture of highly alcoholic beverages.
He justifies his bill by the fact that the financial aspect is one of the factors that promote young people’s access to highly alcoholic beverages.

And we believe that with this legislation, the financial aspect will be limited to these destructive beverages. We are convinced that even traders will no longer indulge in doing just that as a trade, since it will be less profitable,” he says.
Hence its approach to amend the Excise Code which reduced the import rate on undenatured ethyl alcohol from 86% to 10%.

Bathé Ndjoloko Tambwe warns that if the decline of the Congolese youth is not stopped, «it will doubtless forever compromise the future of this youth and certainly also all the chances of development of the Democratic Republic of Congo.»
